Staff: one low bid was incomplete; several bids showed tabulation errors

City staff told the council that one apparent low bidder's package lacked required documents and was therefore marked nonresponsive during the bid opening. As staff put it in the meeting, the incomplete submission was missing the "drug free workplace affidavit and prompt payment affidavit," a deficiency that rendered the bid noncompliant with the invitation to bid.
