Otoe County approves joining Southeast Nebraska Development District after CDBG briefing
After a briefing on Community Development Block Grants, the Otoe County Board voted unanimously Nov. 18 to approve an interlocal cooperation agreement to join the Southeast Nebraska Development District, enabling the county to pursue regional development services and potential CDBG applications.

Lisa Walker, director of the Nebraska City Area Economic Development Corporation (NCAEDC), told the Otoe County Board of Commissioners on Nov. 18 that she had attended a conference about Community Development Block Grants and initially thought the county might qualify for CDBG funds but learned that income-based eligibility can make some projects difficult to qualify. Walker introduced Tom Bliss, executive director of the Southeast Nebraska Development District (SENDD), who explained how targeted salary surveys within a defined project area can allow otherwise ineligible projects to qualify.
