Council approves lower‑pool repairs at Addison Circle Park; staff to study upper pools
Aug 25, 2026
Council approved a contract with Sunbelt Pools to repair the lower basin of the Addison Circle Park water gardens after staff found contractors would not warranty upper‑pool work without $120,000 of root barriers; the lower‑pool scope is budgeted to preserve the asset and allow staff to return with options for the upper pools.
The full story
Bill Holly, director of general services, briefed council on structural and tile failures at the Addison Circle Park water gardens and the unexpected need for substantial root‑barrier work to protect upper pools. Staff said FY2026 included $292,675 for the Groves Fountain, but contractors would not warranty upper‑pool repairs unless the town installed roughly $120,000 of root barriers. Given the funding gap, staff proposed addressing the lower pool now and studying options for the upper pools later to avoid repeatedly paying for short‑lived fixes.
