The Garland City Council on Oct. 5 approved a planned‑development rezoning and concept plan for JPMorgan Chase at 1000 West Centerville Road, approving a smaller, modern 4,000‑square‑foot prototype branch, three drive‑up ATMs and site improvements but placing limits on parking after council debate.
