During public comment on the Regen recommendation, Clay Domes, CEO of GreenWaste, urged the council to negotiate an amended and restated franchise agreement and extension with GreenWaste rather than pursue a costly RFP, arguing that GreenWaste has continued to deliver local service and that ownership changes do not impair performance.
