Staff explains building‑performance metrics; council questions equivalency to prescriptive path
Oct 7, 2026
Council heard staff and modelers describe two C407 targets — a building performance factor (regulated loads) and a site energy performance target (total energy) — and discussed whether the performance path should simply mirror the prescriptive path or follow a different glide path to meet the legislated 70% reduction.

Modelers and staff walked the council through C407 numbers and how they were derived from prototype models to align the performance path with prescriptive requirements. Michael Rosenberg explained that C407 contains two metrics: a building performance factor for regulated loads and a second site energy performance target that includes unregulated loads and renewable energy to track toward the legislated ~70% reduction.
