The Pflugerville City Council voted Oct. 13 to approve a professional-services contract with Simple City Design to audit the city's development-review and permitting processes. Council members pressed staff and the consultant on scope, saying the original document read like a process-mapping exercise rather than a full operational-efficiency audit that would examine staffing, third-party contracts and customer experience.
