Butler‑Cohen and project consultants briefed the court on schematic design drawings and budget verification for the Ector County Courthouse. Claire Tulloch, the owner's representative, recommended moving forward with design development and the court voted 4-1 to approve issuance of a Notice to Proceed with design‑development documents to Butler‑Cohen.
