TIF 3 held as a placeholder pending potential housing development

Staff told commissioners that TIF 3 had been included in prior conceptual plans with large placeholder figures to show potential capacity if a major housing development occurred, but that for 2027 there is effectively no money to spend beyond a small attorney fee. "We put it in the hypothetical spending plan at 1,000,000 dollars each year... but we don't think it would happen next year," staff said, and noted the only near-term TIF 3 expense shown is an attorney fee of about $3,500.
