The Phillips County Commissioners voted on Oct. 20 to amend Resolution 2025-09-30-01, which places a moratorium on processing applications for utility-scale solar energy systems and battery energy storage systems in unincorporated Phillips County through March 30, 2026. The amendment adds a carve-out in Section 2 exempting certain battery systems from the moratorium.
