Staff: impact fee districts and methodology to be revisited in system plan update

Councilors asked about the status of park impact fee districts and the methodology used to set fees. Ross Hoover and David Stipe said the districts and methodology will be addressed as part of the system plan update and that doing so requires defining a new level‑of‑service standard tied to quality, access and equity rather than simple acres‑per‑thousand residents.
