The full story
City Administrator Bob Barnhill presented Ordinance 26-D, which clarifies the city's development-agreement process and establishes nonbinding policies to guide negotiations with developers. The ordinance adds an informal pre-review process involving planning commissioners, council members and staff to identify concerns early and help applicants understand expectations before Planning Commission review. The policy states that when a developer receives an additional benefit, such as increased density, the community should receive meaningful benefits beyond what code already requires (parks, trails, open space, improved architecture and streetscapes, orchard preservation, or integrated commercial development).
