The Phillips County Board of County Commissioners adopted a six-month moratorium on processing applications for utility-scale solar energy systems and utility-scale battery energy storage systems, effective immediately and scheduled to end March 30, 2026. Commissioner Terry Hofmeister moved to adopt Resolution 2025-09-30-01; Commissioner Garold Roberts seconded the motion, and it carried unanimously.
