Contractor halts culvert project; Doniphan County approves partial payment and orders re-bid
After Baird Excavating LLC stopped work on a 275th Road culvert replacement, the Doniphan County Commission voted 2-1 to pay the contractor $10,000 of an alleged $14,944.26 invoice and directed staff to prepare re-bid specifications, including a completion deadline of Sept. 15, 2025.

Keenan Baird of Baird Excavating LLC told the Doniphan County Board of County Commissioners on June 30, 2025, that unforeseen circumstances and disagreement over change orders led him to notify the county he would not finish a culvert replacement on 275th Road.
