Aug 13, 2026
Recorder proposed multiple fee changes including boundary-adjustment and water late fees; zoning staff said annexation/disconnection petitions should have a higher fee. Minutes record a council agreement of $500,000 for that fee, an obvious transcription error noted for correction to $500.

City Recorder Brittiny Chlarson presented suggested fee-schedule changes for council consideration: a $100 fee for simple boundary adjustments (distinct from more complex boundary actions), increasing water late fees with a $5 base charge every 30 days, a $25 water shut-off fee and a $25 reconnection fee, and a proposed fee for annexation/disconnection petitions (no fee currently). Zoning Administrator Kenny Funk recommended a higher petition fee—he suggested $500 to better cover staff, attorney, and engineering costs. The minutes record the council agreed 'the fee should be $500,000'; that figure is a typographical error in the minutes and staff confirmed the intended fee under discussion was $500.
