Commissioner Peter H. Collins moved and Commissioner Richard R. Staiti seconded a motion to go into executive session under M.G.L. c.30A, §21(a)(2) and §21(a)(3) for negotiation and litigation strategy; Chairman Shea announced the vote was unanimous and the board entered executive session at 1:06 p.m.
