Alyssa Schaffer with MIPA presented the City of Baxter 2026–2046 Comprehensive Plan and answered council questions about land use and future growth. Following the presentation, Council Member Stephen Smith moved to adopt Resolution No. 2026-28; the motion was seconded by Joel Schabilion and passed by roll call (Churchill Yes; Milligan Yes; Schabilion Yes; Smith Yes; Bethards Absent).
