Consultants described running the short-term Emergency Watershed Protection (EWP) program in parallel with the longer PL-566 process so the town can address urgent flood-control needs now while PL-566 pursues larger rehabilitation goals. The consultant said EWP can be an "8 month time frame" for some work, while PL-566 design and construction require successive approvals and potentially longer waits for construction funding.
