Committee Counsel Carl Fletcher explained a substitute for S.B. 823, intended to clarify and separate duties between the Division of Emergency Management and the Department of Environmental Protection. The committee agreed to the substitute and, on motion of Senator Woodrum, reported S.B. 823 to the full Senate with the recommendation that it do pass.
