Developer agrees to remove salvage deductions, will post full decommission bond; county ordinance requires high liability coverage

Oct 16, 2026

New Leaf told the committee it will remove salvage-value reductions from the decommissioning estimate and post 100% financial security at construction; county counsel noted local ordinance requires liability insurance (ordinance-cited example: $10M per occurrence / $20M aggregate).

The full story

The committee spent significant time on decommissioning, financial guarantees and insurance. The developer explained the decommissioning process (remove equipment, restore topsoil and vegetation, repair damaged drain tile) and said it initially included salvage values in its estimate but would re-run the estimate without salvage credits. The project team stated it would post the full decommissioning financial security at construction rather than phase it in.
