Board notes low public attendance since ethics-code passage
Members said public participation at meetings has been limited since the ethics code passed, with one member observing that despite an otherwise active public, "they don't come to these meetings."

The Chair noted that public comments had been received when the ethics code was passed but that, in regular meetings, attendance and public comment have been low. "Despite the active public that's out there, they don't come to these meetings," the Chair said.
