Staff told the commission there is a timing advantage to adopting the comprehensive plan before new state requirements take full effect in 2026. "Any plan adopted after July or 01/01/2026 absolutely has to meet all of those provisions," staff said, characterizing adoption this year as a way to gain breathing room to iterate in a minor update next year.
