City staff told the Committee of the Whole that levy allocations would produce an overall 4.37% increase in the 2027 levy, with the general fund up about 1.56% and a transit levy increase of 8.72% tied to reduced CDBG support. "Overall, there's a 4.37% increase to the levy for 2027," the presenter said.
