Commissioners approved a grants procedure that establishes three tiers of awards and a Notice of Funding Availability (NOFA) to be published online. Commissioner Sarah described the tiers and eligibility: anchor organizations for larger awards, mid-level organizations, and project-specific grants capped at $10,000 that could include some governmental entities. She said staff "wanted to do something similar" to other local grant models and emphasized reporting and access considerations.
