An assessor's office representative told the council the office is requesting internal budget reorganizations because staff turnover and midyear staffing levels left lines unspent; they expect five employees to attain Level 3 appraiser certification by year-end and asked that portions of unused salary lines be transferred to training, certification and other professional services.
