The commission forwarded a recommendation for denial on the applicant’s request to rezone approximately 15.9 acres to the form‑based zone (file CMA2026‑01) after commissioners and members of the public raised concerns about density, parking and the adequacy of proposed park or trail dedication. Staff had flagged that changing only a portion of the previously developed subdivision could create nonconforming lots and noted at least one landowner had filed a protest.
