The Franklin City Council approved budgetary resolution 26‑05 on Aug. 19, authorizing an internal transfer within the community development budget to cover a late claim that was not submitted in time during the previous fiscal year. Krista Linke, identified in the meeting as the community development director, explained she was "just moving it around in my budget to cover it for the year, and then we'll start fresh, in 2027."
