Manager recommends pay-structure changes, position conversions and temporary freeze on raises

City Manager Sharp told the council she recommends several personnel changes and a temporary pause on pay increases to control escalating personnel costs. She recommended converting two finance positions (assistant director of finance to an accountant; purchasing specialist to account clerk), eliminating the assistant director position in public works, and converting one planner position to an advanced clerk typist to address window/phone staffing on the fourth floor.
