District staff presented the Oxnard School District Expanded Learning Opportunities Plan for 2025–2028 and described program models, staffing and partner contracts that will deliver extended‑day services. The plan guides use of ELOP and ACES funding for TK–6 (and where permitted for 7–8), sets staff‑to‑student ratios (20:1 for grades 1–8 and 10:1 for TK/K), and requires 30 non‑school days of programming (spring and summer components). A program manager told trustees the district is serving daily site populations (site targets are about 100 students for K–5 and about 120 for K–8) and that the burst sessions together involve thousands of students across the district: “When we count how many students are participating in the burst, we have, close to 8,000 students rolling through in the 6… period,” the presenter said.
