The Town of Lowell board approved a conditional-use permit to create Barbara Caine Lane for the Chester Caine Joint Revocable Living Trust, represented at the meeting by Patrick Caine, and adopted Resolution 2026-7. Supervisor David Huebner moved for approval and Chairman John Schmitt seconded; Supervisor Greg Caine abstained. The minutes record that the board agreed the bond payment would be withheld until the project is completed.
