Planning Commission allows Red Hill Estates to defer drainage plans until final application

Sep 15, 2026

The Commission unanimously approved an exemption permitting the Zoning Administrator to accept a preliminary subdivision application for Red Hill Estates without the usual drainage and engineering reports, provided full plans arrive by the next meeting; staff cautioned noncompliant final applications will be rejected.

Prescott McCarthy, the Red Hill Estates applicant, told the Commission his prior engineer could not finish required hydrology and improvement plans in time and that he had retained a new engineer who can deliver all materials by the next meeting. He asked that the Commission allow the preliminary-submission requirement for engineering and drainage documentation—normally required at the preliminary stage because the site is in a sensitive land zone—to be deferred to the final application stage.
