Resident warns of systemic problems at Solid Waste Services after multiple leadership changes
A longtime Solid Waste Services employee told council that despite changes at the top since 2024, operational problems persist and requested the mayor and city manager visit front‑line staff to hear about internal policies and working conditions.

Charlene Parker said she and others have repeatedly raised concerns about Solid Waste Services and asserted the problems are systemic rather than the result of any one director. "Since 2024, Solid Waste Services has seen 3 directors, 3 assistant city managers, and at least 3 different HR business partners," she said, and added that middle‑management practices and "phantom policies" remain unchanged.
