The court discussed a supplemental easement modification requested by Encore to allow temporary working space and installation of bypass electric transmission lines during construction. Staff told the court the easement would permit construction activity "over, under, along to, front, and through land more particularly described in exhibit A" and reported a staff review that recommended the proposed payment amount was acceptable to the county's reviewer.
