As part of the comp plan amendments, staff proposed edits to the housing element to align with the city's housing action plan. Katie Posler described clarifications to affordability definitions and a policy pivot toward long‑term preservation rather than prescribing a specific finite preservation length. "The 1st is affordable housing meeting the needs of households under the 80% area medium income," Posler said.
