The board spent considerable time clarifying what the bylaws can decide and what is set by city code. Several members raised concerns that the code currently specifies three-member rotating review panels and delegates removal authority and certain procedures to city processes; changing those parameters could require amendments to Title 35 and potentially trigger bargaining with the police union.
