During discussion of the proposed project, S2 explained that "the data center itself is the primary use" and that onsite power generation exists "exclusively for the use of that center," which, S2 said, affects how the facility should be classified for regulatory purposes. S2 referenced an internal code, stating: "It's just that ID code 7374, which is computer process, data preparation process, and service."
