Traffic study shows need for phased road improvements, county approvals
Andover staff and consultants told the council the AUAR’s traffic analysis recommends phased intersection and roadway improvements through 2030 and 2050, noted County thresholds for required work, and warned that some design changes (like removing a median) could divert traffic onto local lanes.

City traffic consultant Katie Schmidt reviewed the traffic study methodology and said the AUAR assessed existing and no-build baselines and recommended intersection and roadway improvements phased through 2030 and further projections through 2050. She said traffic distribution would shift southward toward the highway and school and that opening Andover Boulevard would help relieve pressure on Veterans Memorial Boulevard, although the timing of that connection is uncertain.
