Council debates Springville redevelopment bids after low bidder fails to meet spec

Council discussed whether to accept a value-engineered proposal from Integrated Builds or to rebid the Springville redevelopment restroom project after the low bid failed to meet a specification that requires the contractor to perform at least 50% of the work. Staff said the low bid was $687,000 but did not meet the 50% self-performance specification. Integrated Builds offered $773,000 but proposed $40,000 in value engineering to reduce the price to $734,000, which remains about $46,000 above the low bid.
