The Shellsburg City Council voted to approve a cigarette permit for Shellsburg Quick Stop on Jan. 23. Mayor Travis moved the motion; Vogt, Harvey, Hepker and Travis voted aye while Reeves voted nay, resulting in a 4–1 approval.
