Resident warns council of litigation over perceived building-code enforcement failures

Mark Dickens spoke during public comment at the Jan. 28 regular meeting to describe a long-running dispute over the land-use status of his property and what he called inconsistent treatment by county and city officials. Dickens told the council that he had requested records and responses from staff and that he had not received satisfactory answers.
