Wood-Ridge adds project labor agreement option to purchasing code
Ordinance No. 2026-6 adds §123-6 to the purchasing chapter to permit Project Labor Agreements (PLAs) on a project-by-project basis; when adopted by resolution the PLA becomes a mandatory contract addendum and bidders must include a signed Letter of Assent. The council adopted the ordinance on March 18.

The council adopted Ordinance No. 2026-6 amending Chapter 123 (Purchasing) to create §123-6, which allows the use of Project Labor Agreements (PLAs) for Borough public works projects when the Mayor and Council adopt a resolution to include a PLA. The ordinance requires bid specifications to notify bidders of the PLA requirement, to include the form PLA and a mandatory Letter of Assent signed by the bidder; failure to include the Letter of Assent is described as a material defect and grounds for bid rejection.
