SPRINGFIELD, Ore. — The City Council held a public hearing and first reading Monday of a proposed ordinance to modernize Springfield’s nuisance and code‑enforcement rules, including the introduction of administrative civil penalties (ACPs) and new provisions for dangerous, derelict and abandoned structures.
