County approves supplemental appropriation and several infrastructure actions including shared‑use path amendment on Shanahan Road

The Delaware County Board of Commissioners unanimously approved a set of administrative and infrastructure resolutions that advance local construction, maintenance and technology work.
The board adopted Resolution 25‑589 to approve supplemental appropriations. Justin Navey, director of finance, said the adjustments cover several budget needs, “including, fleet vehicle repair services as well as software licensing for the 9 1 1 department for their RMS and CAD system.” The commissioners voted aye to adopt the appropriations.
The board then accepted Cheshire Woods Section 4A into the public road system under Resolution 25‑590 after Rob Riley, chief deputy engineer, reported the developer had completed the road work and maintained the new streets and stormwater features for a one‑year maintenance period. Riley told the board, “We are now in a position to accept those new roads, place them on the public system, and, release the surety for that project.” The motion to accept the roads and release the surety passed unanimously.
Under Resolution 25‑591, the board approved Amendment No. 1 to the cooperative project agreement with Berlin and Orange townships to add a shared‑use path to the Shanahan Road widening project from Route 23 to North Road. Riley said the townships will deposit the estimated cost of the path when the county goes to bid and that any cost difference will be billed or refunded after construction. He advised that construction is anticipated in 2027, subject to utility work and right‑of‑way acquisition timelines.
The commissioners also approved the county’s biweekly construction and utility permit summary (Resolution 25‑592). Riley noted a long list of permits tied largely to fiber‑optic installations, and he said much of the new fiber is being placed in private easements rather than the public right‑of‑way. He emphasized the county’s limited statutory authority in private easements and said the engineer’s office is encouraging companies to communicate with affected residents.
Finally, under Resolution 25‑593, the board approved a first amendment to the cooperation agreement with the City of Delaware to regionalize the traffic signal software system; the amendment adds the City of Powell as a participant. Riley said the software permits remote monitoring and alerts for traffic signals, allowing maintenance crews to respond to outages more quickly.
All motions were passed without amendment. County staff said they will continue property owner outreach, coordinate utility work timelines and return to commissioners with any required right‑of‑way transactions or contract procurements.
