Davis board ends Lincoln DLI study, will not close dual-language program

The Davis School District Board of Education voted to conclude the review of the Lincoln Elementary dual-language immersion (DLI) program with no program closure, following a staff recommendation.
Elementary director Doug Forsgren summarized the staff recommendation and community feedback: "We really just came to follow-up with our proposal ... to conclude the program study for, with no changes to the DLI program at Lincoln Elementary." Forsgren said the district had received praise and gratitude after the prior workshop and recommended the board adopt the conclusion.
The board approved a motion to conclude the study with no program closure. Following that vote, the board also removed a previously scheduled public hearing for Oct. 28 that had been listed in case of a potential DLI program closure. Assistant superintendent Dr. Logan Toon explained the scheduling detail: the Oct. 28 hearing had been listed to comply with requirements for program-closure studies but was unnecessary given the board's action.
Toon noted that, where closures are proposed, state law or practice generally calls for a site-based public hearing when possible: "The law requires that if there's a program or school closure ... that be held, if possible, on the site that is proposed to be closed." With the Lincoln decision, the hearing was canceled and removed from the board calendar.
The board's vote concluded the district's formal review of Lincoln's DLI and will allow the program to continue unchanged. Staff said they would record the decision publicly and update calendar notices accordingly.
