Southaven board signs parks contracts contingent on 'penny for parks'; approves Hummingbird Gardens phase 2 work order

Summary
The board authorized a contract with Path Company LLC to upgrade lights at Snowden and Greenbrook contingent on extension of the "penny for your parks" tax and approved a $142,994 task order for Hummingbird Gardens phase 2 to Quality Landscape, with funding drawn from tourism revenue.
The Board of Aldermen approved a parks contract with Path Company LLC to upgrade lighting at Snowden and Greenbrook parks and authorized a task order for Phase 2 of the Hummingbird Gardens project on Sept. 30.
City staff said the Path Company contract will not be effective and no work will start until the "penny for your parks" tax is extended; the city negotiated contract language to allow the contract to become effective only after the funding extension and to absorb any price decreases that occur before work begins. Staff told the board the lights are expected to be more energy-efficient and to reduce maintenance burdens at the older fixtures.
In a separate legal update, City Attorney Nick Manley presented a task order under an existing master contract with Quality Landscape for base 2 of the Hummingbird Gardens in the amount of $142,994. Staff said the park improvements are funded by tourism revenues and that additional parks projects will be reprioritized when the tourism funding outlook is clear.
Both items were approved by roll call. City staff said no city obligations will be incurred until the penny-for-parks extension is finalized in the future and that any price decreases occurring before work begins would be passed to the city under the Path contract.
Why it matters: the lighting upgrades and garden improvements affect park amenities and maintenance costs; the Path contract is explicitly contingent on voter or statutory approval of the funding mechanism, limiting near-term fiscal exposure.
