Committee forwards FY25 Amendment No. 11, including ARPA closeout and Lawson fund transfer

The Lee's Summit Finance and Budget Committee on Oct. 6 voted to forward Amendment No. 11 to the fiscal year 2025 budget to the full council. The amendment closes a legacy Lawson fund, transfers its remaining balance into the general fund, and reallocates pass-through ARPA grant funds tied to Sampson Road work to appropriate capital and utilities construction funds.
Rick Gentry, budget manager, told the committee the amendment contains "a couple of items." He said staff is closing an old fund used when the city implemented Lawson (the former finance system) and moving approximately $15,000 to the general fund as interest posts and the fund fully closes. Gentry also said the amendment transfers funds from an ARPA pass-through grant awarded to public works for the Sampson Road stormwater project; those dollars will move to the capital improvement fund and to water utilities' sewer construction fund.
The committee moved and seconded the ordinance and voted to recommend the amendment to full council for final adoption. No additional appropriation amounts beyond the described fund movements were specified in the committee discussion; staff said the ARPA funds are a pass-through from the state and will be allocated to the named funds to support the ongoing stormwater work.
