Patrick Hanks, who led the draft with help from Barry, explained the approach: retain the P2904 section but delete Appendix AWU and update all cross‑references that pointed to AWU so they point to P2904. That change would avoid a loop where the top‑level scoping said chapter 29 was not adopted but the appendix pointed back to P2904.
Staff and TAG members discussed two ways to present the change in the Washington Administrative Code: (1) keep the current scoping language and update references to point to P2904 only, or (2) explicitly list all Chapter 29 sections as “not adopted” and then separately adopt P2904 — the latter would be clearer but would add more state amendment entries. TAG members generally agreed that the current draft (update references so only P2904 is adopted) represented the lighter lift and was acceptable unless reviewers request a different format.
Action items: Annie O’Rourke agreed to reinsert the missing amendment language into the draft for intake openings and circulate the revised document; staff will post the revised WAC language and track any stakeholder feedback.
