Kosciusko County clerk gets approval to replace voting-machine panels

Kosciusko County Clerk Anne Torpy asked the Board of Commissioners to approve a purchase of replacement voting-machine panels, saying the current panels are about 20 years old and parts are becoming obsolete. The board voted to approve the request.
Torpy told commissioners she submitted the purchase agreement to the auditor and asked the board’s permission to proceed. “I’m here to request permission to purchase new voting machine panels,” she said. She explained the panels will fit existing consoles that retain the paper ballot tracking and that the upgrade affects only the voter-facing panel.
The clerk and commissioners discussed reliability and obsolescence as drivers for the purchase. Torpy said the current systems are not failing en masse but are aging and some replacement parts are no longer available. A commissioner moved to approve the request; the motion was seconded and approved unanimously.
The purchase will replace voter panels but keep the county’s paper tracking consoles in place, according to Torpy. No dollar amount for the purchase was stated in the recorded remarks and none was specified for public release at the meeting.
The decision authorizes the clerk to proceed with the panel purchase and return with any required contract documentation if necessary.
The county will not change its paper-tracking process as part of this panel replacement, and Torpy said the upgrade is intended to maintain reliability of the voting equipment going forward.
