Commission approves multiple final plats and schedules public hearing for Boyd’s Crossing Section 3

The Berkeley County Planning Commission approved several routine final-plat actions recommended by staff and scheduled a forthcoming public hearing for another project.
Final plat approvals (contingent on receipt of posted surety and developer agreements) included Middle Creek Vistas Phase 1 Section 4 (10 single-family lots on about 1.86 acres; surety $78,556.80; file 2505-135) and Middle Creek Vistas Phase 1 Section 5 (9 single-family lots on about 1.68 acres; surety $157,077.60; file 2507-210). Warfield Homes Inc. is the developer and Morris & Ritchie Associates is the engineer for both Middle Creek submissions. Arthur Tribbs, a nearby resident, asked how to find long-term plans for the area; the developer’s representative offered to provide a link to the file on request.
The commission also approved the Communities of Burwell Phase 13 final plat (file 2502-041), a 91-lot project (65 townhomes and 26 single-family lots) on about 9.8 acres; staff recommended approval contingent on surety in the amount of $1,914,390. Burwell Properties LLC is the developer and Roberts Land Surveying the surveyor.
For Boyd’s Crossing Section 3 (Phase 1A, lots 1–26; file 2506-187), staff recommended final plat determination and advertising a public hearing for consideration of final plat approval on Nov. 3, 2025. DRB Homes is the developer; Morris & Ritchie Associates is the surveyor/engineer on the file. A representative for DRB Homes attended and the commission agreed to schedule the public hearing for that date.
All of the above final-plat approvals were recorded as motions to accept staff recommendations and carried; the approvals were conditioned on receipt of the surety amounts specified in staff reports and the developer agreements where noted.
