Iris Stewart Frey, a hydrologist at Santa Clara University, and Jake D’Alessandro of the Water and Climate Justice Lab presented an independent analysis of publicly available well chemistry and coalition INMP data and told the panel that the data show a relationship between farm‑level nitrogen surplus and elevated well nitrate concentrations.

D’Alessandro and Stewart Frey said their analysis used gamma/SAFER well data, coalition INMP reports and interpolations; in Modesto‑Turlock basins they found 41 percent of shallow wells exceeded the MCL and that disadvantaged unincorporated communities overlapped with many high‑nitrate areas. They reported that, for Central Coast on‑farm well pairs, fields with wells above the MCL had roughly 2.5 times the A−R of fields whose wells were below the MCL; they described statistical tests (Mann‑Whitney, chi‑square) to support those findings.
Daniel Rath of NRDC summarized a literature review comparing California’s situation to jurisdictions that have adopted numeric limits — the EU, Denmark and New Zealand — and said those regions set application or discharge constraints tied to protecting water quality and subsequently documented reductions in surface and, in some places, groundwater nitrate concentrations. “California right now is fairly similar in terms of water quality issues to the EU in the 1980s as well as New Zealand in 2023,” Rath told the panel.
NGOs and legal groups in public comment urged the panel to recommend enforceable numeric limits and to request field‑level acreage and cleaned datasets from the state and coalitions before the panel’s next meeting. Ending: NGOs asked for timely data release, independent analyses of coalition submissions and a precautionary approach to safeguard drinking water while the program improves data and outreach.
